Help! Please direct me to an emissions testing center in NoVA.

I just replaced my '94 rx-7 engine and added a single turbo, intercooler, radiator, downpipe, etc. Now I'm having a problem passing emissions, because during the rebuild my egr valve was removed and replaced with a blocking plate. My numbers are actually fine I think, it's just that Virginia emissions tests do not allow for the removal of emissions equipment that was originally on the car. This is a bit ridiculous in my opinion as the 95 and 99 year models didn't even have an egr valve. Anyway, I took the egr valve off of my old engine but discovered that I could not install it on the new one because the downpipe is in the way. So rather than going to get a new downpipe installed just so I can put on a non-functioning egr valve (the apex pfc will not operate the egr) to convince the emissions people that I deserve to pass, I would like to ask all VA residents on the board to advise me on an easier way to get passed. Does everyone in VA have an egr valve when they go for emissions testing? Can anyone tell me of a place I might go where they won't scrutinize my car so heavily that they'll discover there is no EGR? I want to be legal! Help!

How the heck did they even notice it missing? I'm surprised the guy knew where to look.

I KNOW! I was surprised as well. I thought the first one was a fluke, but now three separate centers in various areas in NoVA have failed me for not having the valve. I'm tired of wasting money testing emissions and it's too much hassle to refashion the downpipe to put the EGR back on. Looks like it's time to consider other options... Anyway, thanks to everyone for the advice. I really appreciate it.
