dowl pinning?
Any reputable engine builder should be able to do it. I would just send the motor to someone. The only extra expense you will have is shipping. In the end its money well spent.
Are you sure you will take advantage of the dowel pins? I only see them to be necessary for 600+ whp. If you want a good motor built contact Chris Rogers. Though everyone will have their preference and opinion.
The smartest thing to do would be to discuss your setup. What turbo you plan to use and how much power you want to make. You might have the wrong turbo for the hp level. Give us some information and people much much smarter than I will give you "yes" or "no". I always find it smarter to consult with someone before undertaking a build. It can save you time and money and will surely end up in a proper setup. Cheers

my motor is already pinned i just need to replace a housing to match the build.. thanks is there anybody i can send this out to?
the plates were done on a CNC and most builders dont house one of those. i cant locate the place that did this for me already

Did you call any builders yet? They'll probably tell you that they work with a competent machine shop locally that can do the work.
PA is a big state you could be closer to Rx7store or PFS. Or you could be closer to KDR or New jerseys slew of rotary shops.
