Need help ID this engine

I have no knowledge of Rotary engines and even with descriptions I can not really identify the engine. Please help me out. This is in an Superperformance S1 (Lotus 7 Clone)

look on the aluminum housings it should say 12a or 13b on them but it looks like you got a side draft carb with an FC 6pt lower intake manifold.

It's got 2 13B stamps on the side of the engine. The owner said that it puts out about 170 HP according to the original build spec.

step one might be to look in the carb, if the chokes are small, that might help...
