Does it really need a rebuild?
You could rebuild it and port it but imo porting it might decrease gas mileage the farther you go with porting.
Then depending on you porting weather its street ported or larger ya might need to upgrade fuel a little bit, which might decrease fuel mileage.

You can also upgrade exhaust an intake filter, make it breath better.
Upgrade ECU (this will help gas mileage) to an Rtek or other kind of ECU.
Weight reduction, take off s*^t you don't need or can do without, from the interior, engine bay.
Emissions removal, get rid of most of the vacuum lines an related parts.
There other little things you can do to increase performance, throttle body mod, grounding, electric fan, heat-shield intake filter, change tranny & diff fluid.

There should be a couple threads on Beefy N/A's, porting, emission's removal, ecu upgrades, etc.

what kind of racing are you considering? the car setup and the order in which you do things will vary according that. you'll need to get acquainted with the rules of whatever racing you're planning and then whatever suggestions made can be more useful to you.

also, you should probably get used to the idea that fuel consumption will likely go in the opposite direction than what you want.
