Fuel gauge problems

My fuel gauge tends to bounce around and I can not determine what is the problem.
I think is the fuel pump or the regulator but I have no idea. can someone help?

What year/model is your car?
Ive heard of this happening but never experienced it, it might be your fuel pump.
