Absolutely. Almost every rotary all-out road race car uses a Motec EMS. The main advantages of a Motec are its ruggedness, accuracy, and flexibility. The US Motec support is absolutely fantastic, and I must admit that I have gotten better support from the US Motec dealers than I have from the manufacturers of the other EMS products that I have used, even though I don't own a Motec. However, the Motec EMS products are very expensive, so most people with street cars tend to choose a less expensive EMS. I don't know what that kit sells for, but the basic M4 box alone sells for about $1,600. Also note that the Motec software only works in DOS, which means you will need to find an old laptop capable of running DOS without shelling through Windows.

believe me, having the software run in dos is probably the best. i have been in the computer field as long as i can remember and dos is the most stable(will not freeze up) and takes literally a few seconds to boot up on a crappy notebook. as well you can probably find a nice small notebook that will run the motec application at your local flee market for like 40 bucks.

i havent used real dos in a long time and when i did use it i was noob, im just kinda worried but im sure it will all be cool though i just have to work for a while to get the M4 itself, do you think i will be able to notice any significant changes right off the bat?

I think you should just go for a haltech... way way more surport for rotarys. more people will be able to help you. and its' cheaper around $1000 and works great.

ok.. the common model is e6k (or ek6?) the new one the e11 looks awsome but I don't know of anyone using it yet.
and as for dos, so is the haltech. but all you do is let it boot up. and then type the name of the ecu program to start it... can't get much eaiser

The Haltech E6K is cheaper than the Motec (as is just about every other EMS, lol), but it is not of the same quality. The last time I checked a full setup is about $1,400 for the E6K, and about $1,700 for the E11.

the haltech e11 ECU sayz it works for "mazda 13 BT" im guessing the na version is included in that? i dont know why an ECU would work with a turbo car but not a natrual one, but what do i know check it out http://www.haltech.com/Products/ECUs/E11/e11.html

I actually prefer the E6K interface when tuning and default it back to the same type of display with the E11 we're messing with.  We've got a '90 FC turbo with basically a stock 13BT with stock turbo running under the E11.  It runs pretty nice right now, but there's some bugs that need to be ironed out with the E11 - it's not perfect.  For under $2,000US, the E11 can't be beat.  Even with the bugs, I'd still recommend the E11 over the E6K.  The E6K is a solid performer, and should be priced more like $1,200US right now.  The E11 retails around $1,800US.  Mind you, this is just the cost for the components - installation and tuning adds more money to the cost, of course.
The MoTeC stuff is really nice, but last time I tried to price one out, we're talking $2,500US easily for a unit from an AUTHORIZED dealer in the US.  Watch out on "deals" from folks from other countries - MoTeC doesn't like their dealers doing this, and there's a lot of security lock-outs on MoTeC ECU's that prevent you from doing a lot of things.  I've seen M4 (Pro) units sold from AUS/NZ in the $1,500US range, but you get ZERO authorized support from them.  OTOH, the MoTeC products are top-notch, and some of the best in the "entry" level aftermarket ECU category.  If you pay for the unit, you get amazing power, relibility, and support - but you pay for it.
Yes, the E11 can run NA 13B's no problem.
