wisconsin emissions questions

Alright, here's the deal. I have an 88 gxl with all kinds of modifications, including all the emissions removed, and no catalitic converter as well. The dmv wants we to take the car in for emissions testing by the end of the month to get my new tags. rumor has it is that i can just register the car outside the county(im in milwaukee county), and not have to take the car in for testing. does anyone know it this is true? or any other suggestions? i don't have any of the emissions equipment anymore, that got tossed a while ago, so i cant put it back on the car.

There are ways to fool the tests. Just search a little.
You can come and get the cat off my parts car and any other emission parts you need. I don't know about the registering though. Good Luck.
