new MO emission laws

Anyone have specific up to date info on the new emission laws? Im hearing if you have a car you were waiting to be liscenced till they dropped the sniffer test on pre 96 you still have to get one last test. What about a new purchase of a pre 96? I can't find anything. Any help is appreciated.

1995 or older are exempt, you do not need a test:

While I was renewing the license an another vehicle a few months ago, I asked the clerk if I did not renew my license for my 95 (which was due in July) and waited until after September when the new law took effect would I be required to have an emission test. I explained to her my car would not be driven and down for repairs. She replied she had contacted DOR previously regarding this type of scenario but they did not have an answer nor did they give her any guidance.

I suspect since the new test involves hooking up to the car's ecu, which is not possible on 95 and older vehicles, I doubt they will require an emissions test unless some of the older testing stations were allowed to open to run the car on the dyno type apparatus for an emissions test.

You don't need to test. I Live in O'Fallon and I did not have to get tested.
