No way mine passed it was something like 5x's more than it was sposed to be . . . I got a waver, St.Charles

You do not need to change your drivers license address. just the address of the plates. When you fail they will send you a statement in the mail stating that you failed. turn over the peice of papper, and on the back will be different options. the option to use is the vehicle (spelling) is regerstered out of the testing area. you will have to state the new address. and mail it back. Keep in mind, you off corse have to have the PO box and your plate address transfered before you send back the piece of paper. If you have any more questions PM me.

Do you have any details about HOW you got a waver? It's not like you can just say to the state "hey, I don't feel like trying to meet your regulations, so please excuse me" and they say "sure".... Everyone just keeps saying "get a waver" without saying how. Please provide some details. Looking at the regulations it appears impossible. Obviously, you and lupe both figured out how to anyway. Please share the love!

In Missouri, once you spend a certain amount on repairs and still fail, you qualify for a waiver.

Ok, so here is the section on getting a waiver

highlights include:
$450 is the required amount.
The work must be performed by a "recognized repair technician".
The repairs MUST result in an improvement in vehicle emissions.
The waiver good for the remaining time of the two year cycle.

Kinda a large added expense to drop 450 every two years, but doable. Make sure you fail badly the first time. Spend the money and get a signiture from a shop. Improve. Get waiver.

Test with midpipe, fail
Buy a cat
Borrow a cat
Test with borrowed cat, fail
Submit >$450 receipt for new cat
Return new cat

only part that fails is "recognized repair technician" :wtc:

Ive heard you can only get one waiver for a car, then the next time it wont be licenseable, in missouri anyway. Anyone here any truth to this?

I also got the same kind of waiver that LUPE has, but with mine I can only drive the car 2500 miles a year which is easy since I live in FL for 8 months out of the year. Just go to the emissions testing center and pick up the two forms.
