Microtech Fuel pumps wont prime

Fuel pumps wont prime
I have a lt10c the green wire is the ground that triggers the relay for the fuel pumps to turn on the ecu is not sending ground. Was told by a reputable person that it needs to be turned on threw the ecu using a laptop or handheld to "tune it on" for it to send ground. If that's true need help doing so threw laptop
