If I can read what is barely qualified as English, I think you are getting a type mismatch when you try to connect with the laptop.
This is generally caused by a COM port issue. Make sure that the COM port you are using is actually available in Device Manager. Plug something else into it to check it. Years ago I had a half-blown COM port that would work with some devices (Megasquirt, a mouse, etc.) but not connect to the Microtech (causing the same error) because the handshake lines were damaged.
Try another USB to serial adapter.
