Efi101.com Its a tuning school but it also has a really good forum with tuning ideas.< they also have a book but its pretty gay.
As for as tuning id say the few most important rules are
1. when in down let OUT of the throttle.
2. Its always best to tune on a Dyno
3. Never trust a narrow band O2 sensor
4. Rich is better than lean :
5. lower timing will lead to higher egt's and less power but is safer than detonation
6. The SAFEST way to tune timing is on a DYNO
Make sure that your settings are correct , then make sure your settings are correct.
If you dont have a wideband O2 sensor buy one NOW!
For startup/coldstart your going to want to keep the AFR between 10.5-12.5 depending on outside temp and what your engine likes. Startup/cranking is kinda a hit or miss style of tuning if its flooding pull a little fuel out if it wont start add a little.
(Driving / low load 50-80kpa)AFR = 13.2-14.7
timing can vary greatly with little change in power so to be safe somewhere between 20-30
(Mid load = 70 - 120 KPA )AFR = 12.8-11.5
Timing should decrease from Low load to high load. 50kpa=30degrees to 200kpa 10degrees <= just for examples use at own risk
Boost = 100-250kpa AFR 10.5 - 11.8 or (12.5 if your fellin frisky/ like to rebuild rotaries)
Timing should be LOW unless you know what a typical valve

The megamanual is probably the best beginner's tuning guide I've ever seen. Anywhere.
You should read that, and read it again, and then again.... as many times as it takes for it to sink in.
