New member hi everyone need some help buying a FD

Hi everyone new to The Forum and need a little bit of help, I've got a chance to buy a left hand drive 1993 FD car currently has 130k mileage is not running it is a suspected fuel issue guy seems pretty honest he said that it started coughing on him and then quit running said he suspects that it ran lean may have hurt the engine

engine does spin freely going to do a compression check on it the rest of the car is intact for the most part and mainly original it does have an aftermarket boost controller and clutch and Intercooler body and Chassis are all in good condition interior overall is in good condition car has been sitting for at least few years, most of the clear coat is gone

it has a rebuilt brand on the title in Virginia but comes back clean in North Carolina I'm going to assume when it's time to title and register the car it will be a branded title however the rebuilt brand is not due to any kind of an accident there was a small fire in the engine compartment which is documented and this happened back in 2000 the car was last running about 4 years ago if I'm able to put any attachments I can post some photos
I was really hoping to get lucky and be able to here the car fire up with starting fluid but I'm not sure if that is even safe on a rotary, I've owned one rotary many years ago first generation RX7 for a short time I know a little bit about rotaries but I'm not an expert by any stretch is 10 grand too much? The little bit of research that I have done and few that I've seen for sale left hand drive are going between 15 and 20 K in similar condition any help or guidance would be much appreciated looking forward to be a permanent and active member thanks in advance

looking past the cosmetics..... i wouldnt pay 10k for that. forget the engine....... that gas tank is probably useless. you would be spending A LOT of time on rehab if you got that thing. very easily and quickly you will spend more than 10k doing that. just go ahead and assume the engine needs a rebuild. if you can get it for 6 or 7 then it would be worth the time if you are handy enough to do all your own work and utilize what this forum has to offer. otherwise, HARD PASS. its an exciting thought but very much not worth it at 10k.

unless you WANT a project... get 15k more to your assumed 10k and buy a decent FD to start with

It's a $5k car that some sucker will pay $10k for, do you want to be that sucker? I would recommend adding to your budget and buying a better car.
A safety inspection is required in VA to legally drive the car on public roads, the sticker on that car has been expired for 12 years. While it may have been "running" it has been off the road for 12 years which is a lot of tie for fluids to go bad, the gas tank to rust, bushings to lose elasticity, and brakes to lock up. This car will need a lot of money to get it right to drive and then will need just as much money to repair the cosmetic issues. Let's break down some quick ballpark prices to put it back together stock:

Used fuel tank with sending unit- $600
Basic engine rebuild (you do the R&R) - $5000
Used stock fuel system components - $150
Fuel injector servicing $180
Decent stock turbos - $250
Solenoids and vac lines - $300
Battery - $140
Incidental replacement budget (wiring harness, sensors, PFC/Stock ECU) $1200
A used catback that won't blow up your engine with stock turbos $400
Good used clutch and flywheel - $350
New clutch hydraulics - $90
Brake master cylinder rebuild kit - $165
Brake caliper rebuilds (send out) - $450
Pads, rotors, brake fluid, and new brake lines - $300
Good name brand tires in stock size - $900
Stock steering wheel and shift **** - $140

After all of that it will still have a branded title and need interior work, suspension work, and maybe paint.
