bad idle?????

bad idle?????
Im not sure whats wrong with my 89 13B when i first start it the idle bounce from 1000 to 2000 rpm's for like 15 mins and then idles normal but its very imbaresing to start in front of alot of people bc it sounds horible. i was wondeing if anyone knew what could be wrong with it thanks..
