and is it a direct replacement?

The 99 bumper you can get from the RX7store. Or Petit if you want the version w/o a license plate holder.

that's what you have to pay for brand new, try finding someone that's selling a used one, very hard I know but maybe you'll have some luck. Also here's my thread on those 99 spec turn lamps, I got those and they are great!

I just got my complete kit in from RX7Store (bumper, lights, bumper support and lip) and the quality is fantastic. Its WELL worth the cost, IMO.

 

the bumper itself is only like $350-375, but you need the reinforcement bar and the lip to make it look right. i got mine from the rx7store a couple months ago
