Looks like the old PFS wing. I don't believe they sell that wing anymore, however there is one similar by Attain:

Yeah that one in the link is way higher! Not to mention ugly. What do you guys think of the taillights in ice piolets picture? Maybe in yellow or white...?

Oh... I would just print out the picture and bring it to a custom body shop and have it made. That's if you can't find it. Just an idea.
