RE-Amemiya is my best guess seeing as there's a Amemiya decal on it. Dunno the site off hand but search in google or something it'll come up. It might be an older kit so I dunno if they still sell it but still check em out.

I am pretty certain that isn't available anymore.
You can get something really similar, without the sideskirts, for about $400 from www.raceonusa.com.
It is a massive pain to put on, it you can put massive rubber on the car.
