I have the same problem, I think sooner or later I'm going to swictch to a fiber crap bumper. Either the Apex, Feed, or 99 Spec without the plate.
In the mean time though, I think you could take your bumper off and use a hair dryer or heatgun on the paint so it doesn't chip or crack, and also to heat up the urethane and nudge it back into shape.
Not 100% sure it would work, but after the local mazda dealer told me to $600.00 to fix it and touch up some of the paint and clearcoat, I figure its worth a try.

You could try taking it off and bending the aluminum supports up. You might want to drill-out the rivits across the front prior to rebending. The front aluminum support is several pieces. You can replace them. Not sure if this will work, though. My bumper was warped and I just got a new stock one and bought all new aluminum supports. No more warp or sagging.

thats the downside to the stock/99 front. i was also contemplating getting the Pettit 99 front end, but its too late for me, so i'll have to wait until my FD sags like granny's gold to upgrade.

I have not tried this, so it's just an idea-- but, if there's some space betwen the support and the bumper skin, then you could carve some rigid foam to the right shape and stuff/glue it in there. Of course if this works, that would kill one reason to get a new front-end, so you may not want to try it...
