Use a small air saw, cut out the rust, solder a new panel in, paint with an enamel paint asap (like within an hour of the primer drying).

Sorry being a smart ***, rust is cancer, the only way to get rid of it is too replace the panel/piece or cut it out. There are no treatments that ever work for more than a year or two in stopping the growth once its started.

I agree with Icemark, but if it is just surface rust couldn't you just sand it down to bare metal. Then prime and paint it?

If there is no hole:

get 3M sanding disc (looks like a black wheel o'cobwebs) and attach it to a drill.

Sand down metal w/disc

prime.

then basecoat.

holes, cut out a bit of metal from a coke can or another car. (preferably not a 7, as then there would be a hole in it)

Icemark, rust is a cancer, but you do not need to remouve the panel, just the rust. Taking the time to care for your car and it will never show a speck. If you remouve the rust front and back and paint it, rust will never come back.
