Thanks for the response! You've all made my day! The car's not an original '99, it's a '95. From what I can tell the previous owner has obsessively looked after it, as will I. It's the only reason I bought the car, which was approximately 2/3k over the normal price. It cost £14,000 UK Pounds with 32,000 miles on the clock.
I'm not sure what side skirts they are, but I do know most of what's under the hood:
Apexi Induction kit,
Blitz Intercooler,
HKS Dump valve,
Knightsport 4 Beat (?),
Knightsport EBS Turbo boost controller,
Knightsport EBS ECU,
Tein full suspension setup,
Full Zigen 5 Exhaust setup,
Improved grounding wiring,
And more that I can't quite remember right now.
Cosmetics wise it's all the standard '99 look upgrades, and 17" PIAA lightweight alloys, momo race steering wheel. I think the setup is best described as 'less is more', I think it works. Here are some more pics:

Lookin good. I was a bit taken back with the rims because at first glance, I thought they were the bbs mesh, but they really didn't look too much like them. Nice, very nice.
