sand prefusely to get all paint off with low grit paper 120'ish i believe, rub whole surface with rubbing alcohol to get all grease off surface, make sure surface is clean with no dust, 3coats paint, wetsand, 3coats clear, color sand and power polish with buffer....
it's way to early for me to give details but hopefully this somewhat makes sence....

does the paint have to be stripped completely off or just to take the gloss off? im using 60 grit and it is still taking FOREVER to get the paint off. my boogers are now arctic silver

There is no 60 grit, but if you do have that grit it's too rough and you shouln't use it for a bumper. You should strip the whole bumper with a blade but dont cut into the bumper. After you strip it i would use 220 grit and then primer with flexible primer. Then wet sand it with 400 and then just paint it.
60 grit is way too rough for sanding a whole bumper , use 180ish with a DA/orbital sander to start on the rough spots and cutting down the paint to feather it out , if you dont have a DA sander then use 220 wet ,Dont try and get the paint off with a blade youll end up messing up and cutting into the bumper , then use 400 wet to smooth it out , prime it , let that dry , wet sand with 400 or 600 till its all smooth and then paint with the base color till you have good coverage , and then clear, 2 tack /misty coats and then give it a wet coat.

BTW: Your finger is going to get VERY tired rattle-canning a bumper, but suit yourself.

i dont have an electric sander. and i dont see whats so terrible about using the 60 grit to get the paint off. using anything less would take me a month, just to get the old paint off. its taking forever as it is. i am going to use a finer grit to smooth it out afterwords.
and i could just take it somewhere to get painted for the price of the compressor and spray gun, so eff that in the b.
