mold on a body kit

I am going to mold my kit on for sure but I'm unsure as what to use. Do I se filler or fiberglass? Some people say just to use filler with a flex agent and others say to fiberglass it on. The guy that glued my wing on used a urethane glue and it is on my car for good. It's a really strong glue. Should I just glue my sideskirts and rear bumper on then use filler? Any help would be great

my friend did some wide body work to a first gen and used some stuff called tiger hair... stuff got really hard.. was like a fiberglass putty kinda.. worked pretty good for him... you can smooth it out pretty good.. and you can even over lay fiberglass to it.. works good
