Leaking tires

I just put a new set of tires on a used set of 17 inch wheels. Im getting a slow leak from 3 of them where the sidewall of the tire meet? What is this? and what can be done to fix it? Or do I need new wheels?

I had a same problem with one of my rim.
I took it to the local shop and brushed/cleaned out the side of the rim after removing the tire and it solved the problem.
