Jdm flash to pass light?

I bought a car that had these marker/ftp lights and the high beams don't work. He wired them into the signal wire to the high beams somehow and I can't figure it out. The fsm doesn't show the jdm diagram. Help

the JDM car is slightly different than the US car.

the US car has the FTP lens, and then uses a dual filament bulb to do the parking light and turn signal.

the JDM car uses a single filament bulb for the turn signal, and then the parking light is the JDM flash to pass light. so the JDM FTP is a parking light, like the side markers, and even uses the same 904 bulb.

I'm gonna try to explain better what's g oing on. I know that in Japan they are just running lights. The guy had them wired to the bright switch somehow. When you pulled on the switch, they would light up and the high beam relay would click. Unfortunately, the brights didn't work. I thought maybe it had something to do with the signal wire to the fog lights, so when the brights are on,the fogs turn off like normal. So I wired the ftp lights to the marker lights and my brights still don't work. I checked the relays and they are good, I looked under the dash to see if he done anything under there and no. The only wire it looked like he spliced into for the ftp,was into the fog +wire before the light. I've been searching everywhere I could think of,using the fsm. If you use a piece of wire and a toggle switch between the main light relay and the dimmer relay, they come on and so does the light on the cluster. I checked the main switch by using a spare I had and they wouldn't work. I'm baffled. It has to be the whit signal wire somewhere between the two relays.

Well,I bypassed it with a toggle switch for now. At least I have high beams now. I'm not sure where the wire issue is and I don't think it's the switch. I didn't see any suspicious wire splices or anything anywhere. I guess it'll have to stay this way till someone has any suggestions or I figure it out.
