Feed Type 2 Fitment question

I had my 94 bumper off yesterday and tried lining my new FEED bumper up but there was a big gap because the light recess holes on the new bumper pushed it forward.

Now what exactly is this rebar that needs to be modified, is that the thin metal bracket sort of thing bolted to my 94 bumper when you take it off, or is it the big heavy looking thick metal thing bolted to the cars body??

If that makes no sense to anybody then i will try and get some pics.
