Clearcoat issues

Hey everyone,
I've got an satin gold metalic 88 n/a and just recently I got the back of the car repainted while having some body work done. I got them to fill the black of the tail lights in and i have to say if theres anyone considering this...it looks Great!

My question has to do with the rest of the paint on the car...most of it is pretty decent...a little fadded but they were able to match and blend it quite well. The only real issue I have is on the roof... The clear coat is bubbling or something and creating the whole maroon dodge caravan hood faking kinda look...
Does anyone know of a way to be rid of this ugly mess on my roof or does it just need a whole new paint job???

btw no amount of waxing seems to help it either
