Cheapest 99 spec bumper?

Anyone know who has the cheapest 99 spec bumper w/o the license plate holder? I am thinking about upgrading to a 99 front bumper but things can add up quick like the turn signals, no-splice harness, etc. How much would it cost when it is all said and done to convert to this bumper (labor, paint, parts, etc) And does anyone know what a stock FD bumper with good paint in ok condition is worth?

Well you only have two choices if you want to purchase one without the holder already on it, Pettit Racing or Rotary Extreme. As far as cost that depends on a great number of other factors.
