Another Powder Coating/Sand Blasting Question

I am looking to buy a powder coating system along with a sand blaster in a few days. How essential is it to sand blast the wheels before power coating? What advantages does it have over using paint thinner and a brass brush or even using a orbital grinder? I am sure sandblasting is the way to go, but I haven't really heard why. Also, I have seen some rough finishes after powder coating, is it possible to wet-sand the paint after it cures and before applying the clear coat? I will be looking forward to your responses.
