I drop it PowerPoint then reduce the size by dragging the coner, then right click on the piture ans select save picture as ......

I open picture with microsoft photo editor

go to Image tool bar
click resize
change units to Pixels
make largest dimension of pixels about 500, it adjusts other dimension automatcally

save it

this usually makes it a size that can be uploaded as an avatar

Open the picture in Paint. Go to Image- then Stretch/Skew. In the boxes for Stretch enter the % of the size you want the picture to be. Put the same number in both boxes, and viola! Smaller picture. There may be easier ways, but this has always worked for me.

u can also load the picture onto photobucket and resize it that way.
