is it safe to lay on the rev limiter
Im not talking for sustained periods, just a few seconds or so.
400hp and a FB equals alot of tire spin. and I plan on spinning the tires often, I am also somewhat into drifting and that might require a good rev limiter also.
plus If I use ignition cut (instead of fuel) I should get some nasty flames.

Both work very well, although the ignition cut is more abrupt. I would recommend the fuel-cut option if we're talking about drifting, as the more abrupt ignition-cut could cause you to lose it.

There isn't any issues running fuel cut when in the boost?
I have my limiter set to 8100 and it's pretty easy to hit in 1st and second gear. I'd rather have the rev limiter set to fuel cut because it's a softer limiter instead of the DA DA DA DA of the ignition cut.

yeh, a fuel cut under boost doesnt seem that safe to me.
when Im drifting I usually dont overrev, but like Setzep says, im probably going to hit it in first when I have whell spin.

You say you won't over rev now but you just wait... Once the turbo is singing it revs like a bastard. On one of those vids I posted a month or two back you can actually see the tach needle bounce off the stop at the end of 8k.
