Problems with 1st and 2nd gear boost

So I finally am able to drive my FC 13b-REW which has an E8 and non-sequential twins. I was taking it out for a drive to tune the fueling a bit, but when I hit the throttle hard in 1st and 2nd gear, it shutters and jerks forward, but the car isn't even above 2psi of boost and the wideband is reading around 11.5. But as soon as I get into 3rd, I can get my 8psi or so smoothly with a nice rich AFR (Im new to tuning and trying to keep it as safe as possible).
Any opinions?

Sorry, double posting.
What should the trigger at last home be while running and driving? Should it change or should it be 12 always?
