hesitation at 2k

When i driving around with a light load on the engine around 2k rpms, The rpms jump up 300 or more and right back down, it happens very quick just enough to feel it in the car. This does not happen all the time though. Would this be rich or lean spot in the fuel map, or a ignition problem or other?
So far I have changed plugs and disabled closed loop, the problem continued. Any suggestions? Im new to haltech but slowly learning.
