GA F7C question

I have an F7C on a 12a turbo. It is not communicating with my computer. I have tried multiple cables and different computers. Yes, the power was on. It has not been run in a few years. Will the ecu hold the map that long?
I spoke with the former mechanic who said it needs 65psi on the fuel pump with a rising rate regulator. Any thoughts?
