E6X not priming fuel pump

I am not getting a ground signal from the O/GY wire for the fuel pump. When I turn the key on, the fuel pump relay clicks, but the pump doesn't prime. I have the other end of that wire going to a 2nd relay near the fuel pump. When I cut that wire, and ground the side that goes to the fuel pump, the pump turns on. I have looked all over in the settings and can not think of anything that would be causing this? Is the ECU bad? Any ideas? Thanks

I though O/GY was 12V+ coming from the fuel pump fuse to pin 30 of the fuel pump relay. maybe it is different on a E6X?

O/L ( Orange/Blue ) goes to the positive side of the fuel pump from pin 87 of the fuel pump relay.

so i am using a 2nd relay at my fuel pump...this way i can have 12v coming straight from the battery...would i run the haltech O/GY wire to pin 85, ground pin 86, fused battery to pin 30 and 87 to the fuel pump power wire?

For posterity, yes.
