what could cause low exhaust flow for primary turbo on fd

Alright so ive been trying to diagnose this for a couple weeks and cant get it car is only boosting 12psi on the primary turbo

I have it set on the pfc at 14psi the duty cycle completely closed I even tried disabling the pre control actuator by disconnecting the vacuum hose and same symptom ive test and replaced every solenoid ive tripple checked the vacume lines ive looked for.a.boost leak and.no such luck

Im starting to think its something mechanical

The engine.was street ported quite a bit to the point where I get 12 inches of vacume at idle 875 rpm

It also has racing beat street ported housings im wonderi.g if the port housing combo is causing the primary to come up short after transition it goes to.14psi and car feels wonderful lol

Also its on99spec turbos if this is not normal what could be causing this dilema

It seems to be that my primary turbo is tired and not boosting as much as it should be , I changed my intercooler setup from a front mount to a stock mount and it improved some . I will be taking my turbos off and fixing an exhaust leak I have to see if maybe that helps the situation out a bit in the next couple of months
