Warning lights-no start

I recently puchased an 86 gxl at an auction, it started right up after a battery was installed at the auction. I had the car towed home and tried to start it again and when I turned the key to the acc position all the warning lights came on and the power ant went up even thought the radio was off. When trying to start the lights do not dim nor does the starter engage. The lights aren't as bright as they are on the on position but nonetheless there seems to be a relay or something open. I tested the starter and it is good, I switched ingition switches with and 86 I have and it does the same. Would the starter relay cause this? I am at a standstill. Any help I get would be greatly appreciated.
