using mil for goopy oversized seals

I have a few bad rotors to practice on, but I was thinking about using a mil to cut the grooves bigger for oversized goopy 2mm apex seals. I had one issue I was thinking. Some of the grooves I was barely able to get a .008 feeler gauge in there. Well, I was also using a used low mileage apex seal to check. But lets say the groove "v" was to .008" clearance. I'm concerned if I were to cut the groove for the oversized 2mm apex seal, I would not be able to cut all the way to the tip of the rotor. I'm sure I would even be able to see the amount the mil cut missed.

So the mil would cut a near perfect groove, but instead of a "v", I would now have a combination of the bottom cut nice but the tips of the "v" still uncut

Should I use a combo of the mill and the file? cut my filing time down to half

anyone with a good way to keep the apex seal groove straight up and down? I'm thinking about pushing the 2mm end mill into the groove, then clamping down the rotor.
