Trying to figure out idle

So I recently purchased an '86 gxl and I'm trying to get it to idle higher. It currently sits around 500 RPM once warm and I have adjusted it as high as it will go on top of the intake. Yes I jumpered the initial set coupler before doing this.

I have also tried adjusting the idle mixture to see if that would help. No such luck.

Also, when I push in the clutch, the idle raises to 750 and is perfect.

What should my next step be? Is the BACV the culprit or is there something else I should be looking at? Any help would be greatly appreciated.

your acv may need adjustment, it may have a vaccum leak

The ACV is right above the 5th and 6th port actuators, right? Not sure if this has any effect but I recently put a Racing Beat full road-race exhaust on and there is no spot to connect the EGR back up. I have taken the EGR mostly off but just have a circular head bolt clamped in the EGR line coming out of the back of the engine. Would having the EGR unhooked mess with the idle system?

Would having the EGR not completely blocked off be causing any issues?

I have a block off plate but haven't quite figured out the best way to get the old fitting off the back of the engine to put the plate on since there are a lot of things in the way back there.

You want to focus on the BAC. You can give it a quick test to see if it opens and closes by placing voltage to one of its terminals and a ground to the other and it should click each time. You can try turning on the A/C while idling and see if the idle returns to a better level. The BAC is responsible for this aspect. You also have a Variable Resistor that can affect the idle by a small margin, but this is probably not your problem.
