rpm: eccentric or rotors?

rpm: eccentric or rotors?

It's my understanding that the rotors give 3 rotations to the eccentric shaft for one revolution of the rotors. What exactly is the rpm on the tachometer measuring, the rotors or the eccentric shaft? perhaps i'm just confused. if someone could shed some light on this i'd appreciate it. Thanks!
