Rear housing - no fire or fuel - running on one rotor

i've got an engine with a problem i've never seen before;

this is on a '93 r1... the engine has new leaing and trailing plugs.

what's going on is this:
- front housing leading plug-tip is light brown from 5mins of idle
- front housing trailing plug-tip is also light colored brown/copper (show little signs of use as these are brand new plugs)

- rear housing trailing plug - doesn't look like it fired but the electrode-tip is covered in oil (just the the electrode tip)
- rear leading plug is spotless - doesn't look like it's even seen fire

the car will run on the front housing and idles poorly. what i've done for testing:
- jumped both primaries at the ECU side - i could hear them open & close
- also removed primaries and directly supplied power.. same open/close results
- replaced coil packs with coils within mazdas workshop manual sepcs
- ensured fail is at the rail, etc

i did deflood the car - didn't get any black soot or oil shooting from the housings. i'm sure that the car is running on one rotor because it runs 12:1 at idle and jumps up to 19:1 if the car sees load at which point it'll die. the rear leading plug being spotless is also another indication that the rear isn't seeing fuel and/or firing.

i do not notice any fuel on the plugs but i haven't testing the injectors alone (could disable the coils and check for fuel on the plugs).

anyhow i'm getting nowhere and needing pointers/help
