I am thinking about getting this re engine and the seller says it still has the overheated tag on it does this mean the engine might not be any good or does it mean something else? thanks

Those are little tell-tale tabs that rebuilders put on their engines for warranty purposes. If you overheat the engine badly enough that those tabs melt then the rebuilder won't warranty the engine. They really aren't a big deal. What is a big deal is a proper compression test.
