overflow tank leak

overflow tank leak

i ran the a/c and the temp outside was about 75 and when i shut the car off i heard pressure blowing out of the radiator cap but it wasn't leaking,then i looked down and saw it was leaking from the bottom of the filler on the tank. it looked like it was leaking from around a rubber gromet.is this just pressure releasing or could it be there was too much antifreeze? if the overflow tank has to be replaced how big of a job is it and how do you get it out ...from the top or the bottom.
i know i asked a lot but any info will be a great help,its a 93 touring.

Pull the plastic inner finder back and see if it is the rubber band around the two tubes that come together, ( the tube where you pour the water in )
