MN Newly Rebuilt engine not wanting to start

We have been trying to get this engine started up for a while now and are in the process of redoing a few things to see if that is the issue. BUT I'll give some back story and any ideas anyone has will be appreciated

Car: 83 RX7 FB
Engine: 13b w/ Large Street Port
Carb: Yes

We bought this engine that had been rebuilt by Atkins, but never installed and sat for 3 years. Once we got it we had it ported, doweled, and replaced all the wet seals.

We got it into the car and got it started without too much hassle. We drove it around. And a few days later went to take it to a car meet. While going up a hill on the Hwy the engine just cut off and refused to turn back on.

That is how it has sat now for quite awhile.

We have recently replaced the carb with one that was rebuilt 30k miles ago and was pulled from a working car (from a friend). We heated up the garage, drained the fuel tank and gave it new fuel.

Didn't start. it turns over and even with Start Fluid, sounded close, but just wouldn't start

I'm looking to those people that have rebuilt engines to see if they have run across issues and what they did to solve them.

Next on our list is to replace the Spark Plugs, Battery, and ignition setup

well. if you have good spark, timing is right and you have fuel then should start. if not then try checking the compression . ohh if you want dump some atf down the carb and see if it starts

A good idea to test the compression to help rule out anything internal.

test compression, check spark and replace the plugs if the compression test comes back ok and it seems all 4 plugs are firing.

semi fouled plugs make it difficult to start.

Still having trouble Have you verified that you have spark and fuel? It sounds like ignition or lack of compression at this point because with starting fluid it should fire no problem.
