New Rebuild Uneven Compression 12A BP

Hi, after years of flogging this forum I'm finally at a point where I can't find an answer so here's my first post.

I rebuilt my 12a using used but good condition 13B housings cut down for 12A, original rotors and original irons were in spec. Whilst apart i performed a bridgeport.
New bearings, balanced and clearance rotors and new seals throughout. I used Atkins cryo apex seals, all other seals OEM. Also put on a weber 48IDA.
I couldn't get it started so performed a compression test corrected to 250rpm.
R1: 58, 45, 45
R2: 80, 72, 71

With an excessive amount of oil down the carb I ended up getting it started and have now ran it for about 5 hours (320 kms) and compression has gone up pretty significantly but still less than ideal.
Readings are now:
R1: 75, 57, 58
R2: 85, 78, 77

The 2 low numbers on rotor 1 would indicate a bad apex seal right? I've checked my apex seals through the exhaust ports and they are all springy, don't seem stuck.
I still can't really start it without oil down the carb or a push.

I've attached pictures of my porting as well as the difference in 12a exhaust port to the 13b exhaust port it now has. Is it possible this overlap is effecting my compression?

I've plugged the injector holes on the 13B housings with a stud and some thread tape, is it possible this isn't sealing well enough and i should silicone them or something?

I'm considering getting a heavy duty magnetic steathoscope and pulling on the apex seals through the exhaust ports and side seals through the intake ports incase they're stuck, is this a terrible idea?

I was really careful with the rebuild and clearancing my side seals. I would love to not have to pull it apart again as soft seal kits are pretty expensive these days.

Any input would be great although I'm not expecting a silver bullet. Cheers from Sydney.
