WI bad apex seals?

anyone ever run into bad aftermarket apex seals? just put togeather a s5 13b with really nice rotor housings, the side housings are flat got new apex seals of unknown origin, two piece with stamped numbers on the sides stuck in the rotors with vasoline and the two springs per seal that came with them, don't seem to make much compression but maybie the seals haven't pushed out yet, just turning the motor over and listening, all seals move as pushed with a nut driver though the exhaust ports. Picked up these seals on ebay new but second hand.

I guess run the engine for a while so the seals break in??? I thought this was normal for brand new apex seals.

New seals on used housings = needs to break in for peak compression numbers.
