Exclamation Need Help starting my rebuild TII

I have been working on 7's for a lil while, but i just recently started rebuilding them. I bought a J-Spec TII motor and it was smoking. I checked the the compression and they were 94 front and rear. So what I did was, I bought the overhaul gasket, new O-ring for the rotors and the new rubbers for the pac-mans. I figured since the motor was not low in compression, I didn't need to replaced the apex seals.
So I put back the motor together and I dropped the motor in the car. I tested the compression and the front was 85 and the rear was 120. So I injected ATF fluid to the front and it jumped to 119. so then i started putting everything back together. When I went to start it, the motor sounded like the compression went back down. So I checked the compression and they were 85 each. I push started the car and the engine started, but flooded for only 4 seconds. The plugs are
new. What should I do. I am only injecting a lil atf fluid in each rotor. How much ATF fluid should i inject?
PLEASE ANY 1 HELP.

Did you ensure the seals went back into all their respective positions?
How much miles on the original engines?
There are wear limits to the apex seals...

A freshly rebuilt engine will have lower compression.
First, the first few hundred miles will typically have a lot of trouble starting.
Until the compression starts to rise, the starting problems will persist.

Do you have a fuel pump cut-out switch?
This makes it a little easier to start a flooded motor sometimes.
