Need Help with fuel problems

I need some help with this one!

86 N/A

Ive got fuel pressure running all the way to the fuel pressure regulator but it stops there.... so... I need to know how i can fix this or how the regulator works.

Ive removed the regulator and the valve is shut. Is it supposed to be shut at all times and then as vac. is applied it, it opens?? or what? if so could i bypass the solonoid that controls this?? cuz that might be the problem. or could my fuel filter be cloged and not allowing enough fuel pressure to open the regulator?

Very confused anyhelp would be good.

imagine a garden hose. when you turn the water on it just comes out right? if you put your finger over the end, then it will build pressure in the hose, yes? that is basically what the fuel pressure regulator does, its the finger in the hose. everything after the regulator should be low pressure.

what Im curious about is the part that is "the finger"
is it held open all the time? or is it spring loaded?
could something get cloged in it that would not allow any fuel to pass? because thats my problem

it should be closed under spring pressure, and open when the fuel gets to full pressure (35psi?)
