If you have a collapsed seal spring, it is *possible* to "unstick" it by driving it. (A collapsed spring will give you no/low compression)You might have carbon buildup so treating the engine with ATF is also something to try. If you have a broken or cracked apex seal, then forget it. 150k km is very short for a NA. Here on the forum we have several people with over 400k km (200k+ miles). If it is just the springs, then a rebuild should be very cheap, all you'd need to do is replace the seals and springs, it shouldn't be so much money. I'm not an expert on this one so hopefully someone else will chime in, but your mechanic isn't BSing you, what he said is possible.
