thats where a rotor sat for a while, alittle bit of carbon or something. if you run your fingernail over it you cant feel it.

Clean the housing and check the tolerances. If don't know how to check the tolerances, get the Rotary Aviation video.

IT's not a problem, those marks can show up when an engine sits unturned for just a few weeks.
