Unhappy Hesitation

My fc has a hesitation problem right now, and its not at the dreaded 3800 rpms. its kinda throughout the rpm range and it doesnt matter if i'm at WOT or 25% or 50% or whatever. I just did a T2 swap into my vert... I've got an intake, RB turbo back exhaust, and FMIC. I still havent got a boost guage yet, that and an AFR guage are my two next on the list. I plan on getting some 720cc secondaries as well as a F-con. Is it possible that with my mods that the AFR is too lean and causing the hesitation? Could it be the fuel filter? Is it possible that the bigger secondaries and F-con could solve my problem?

no, i havent... how would i do that and how would that affect it?
I'm trying to find some info on it in the FSM right now.
